Modernizing IT in the Federal Government an Urban Legend? Not Anymore.
Does your program maintain IT solutions as timeworn as that yellow Sony Walkman collecting dust in a box in your attic? If so, you share a similar challenge with programs across the government. Yes, the Walkman may still play music but does it leverage new technology to deliver clearer sound while providing the user with modern conveniences? We, as consumers look to new, modern technologies to support our leisure activities; shouldn’t government look for new, modern IT solutions to support a program’s mission? Congress thinks so.
In December of 2017, President Trump signed the Modernizing Government Technology (MGT) Act which has 2 primary functions:
Establish the Technology Modernization Fund (TMF) and Technology Modernization Board (Board);
Authorize CFO Act agencies to establish IT Working Capital Funds (WCFs)

9 agencies have submitted proposals; the Board has approved 4 to move to the next phase
$250 million in appropriations for each of Fiscal Years 2018 and 2019
The Board is comprised of the Federal CIO and six other members from the government
As of February 27, 2018, agencies can submit Initial Project Proposals to the Board
MGT Working Capital Fund Uses
Improve, retire, or replace existing information technology systems to enhance cybersecurity of existing systems and to improve efficiency and effectiveness of the life of a given workload;
Transition legacy information technology systems to commercial cloud computing and other innovative commercial platforms and technologies, including those serving more than one covered agency with common requirements;
Assist and support covered agency efforts to provide adequate, risk-based, and cost-effective information technology capabilities that address evolving threats to information security;
Reimburse funds transferred to the agency from the TMF;
For a program, project, or activity or to increase funds for any program, project, or activity that has not been denied or restricted by Congress.
The MGT Act has appropriated modernization funds, established a Board, and outlined a process for submitting modernization proposals. After your program’s proposal has been accepted by the Board, it will be critical to work with vendors who have clear past performance in modernizing IT solutions. CRI is working on modernizing several IT systems for the government. Our modernization efforts range from custom programming in a newer, more scalable and secure technology (i.e. moving from Cold Fusion to ASP.NET) to major Commercial off the Shelf (COTS) integrations utilized worldwide.
